Export Control Resources   

Overview

The Ohio State University’s policy and practice is to conduct its teaching and research activities openly - without prohibitions or restrictions on the publication and/or dissemination of research results. Certain Department of State, Commerce and Defense regulations and contractual requirements from commercial sponsors, however, may restrict the participation of researchers, students and staff members who are not citizens of the United States or permanent resident aliens from participating in research involving specific technologies. These regulations and sponsored program requirements may also restrict the sharing of research information and results with the research community, including through publication and presentation at scientific meetings, both within the country and overseas.

These federal rules, collectively known as the ‘export control regulations’, have the potential to limit the research opportunities of University researchers and their students and staff, restrict publication rights, and prevent international collaboration in certain research areas. In addition, violations of these export control regulations can result in the loss of research contracts, monetary fines, and/or criminal penalties against individual researchers. It is important to note, however, that the export control regulations do not apply to information that is in the public domain or, in most cases, to information that is the result of fundamental research activities carried out at the University.

Therefore, it is the goal of The Ohio State University to pursue its teaching, research, and service missions in such a manner as to allow for the full participation in University educational and research activities by foreign nationals, as well as non-restricted dissemination and sharing of research results with the international research community in a manner that is consistent and compliant with the applicable export control regulations. To implement this goal, the Offices of Research, Technology Transfer, Sponsored Programs, Business and Industry Contracts, Purchasing, Legal Affairs, and Engineering Experiment Station at the College of Engineering will work together with University investigators to conduct appropriate reviews of research projects, create necessary technology licensing and confidential disclosure agreements, submit export control license applications, and create and comply-with security management plans as may be required to The Ohio State University’s principles and goals.
