Garfinkel joins ORC as assistant vice president for research compliance

The Office of Research welcomes Dr. Susan Garfinkel. She joined the Office of Research Compliance as assistant vice president for research compliance in December 2017. Dr. Garfinkel will be responsible for developing, implementing and leading programs and policies to ensure the university is compliant with federal, state and private sponsor requirements as well as university policies to support and promote ethical research practices.

She will serve as the senior coordinator concerning research misconduct, providing oversight and advice to the university’s research integrity officers. Dr. Garfinkel will provide updates to university officials on the progress of any inquiry or investigation and make recommendations for university actions. Working in conjunction with the associate vice president for research compliance, she will coordinate institution-wide research compliance policies and procedures and work with faculty and administrative units to ensure that the university is compliant with federal and state regulations regarding export controls, conflict of interest, research misconduct, international research and research data security. She will also work with faculty, staff, students and administrative units to build awareness and develop strategies for effective ways to minimize and manage compliance risks.

Dr. Garfinkel brings a wealth of experience to this position. From 2013 to present, she served as the director of the Division of Investigative Oversight (DIO) at the U.S. Department of Health and Human Services Office of Research Integrity in Rockville, Maryland. In that position she supervised DIO scientist-investigators and support staff on matters related to case management and investigative strategy for all basic science and clinical research misconduct cases, from preliminary assessment of allegations through case resolution, in all fields of biomedical research. Prior to that, she served as a scientist-investigator for the DIO and director of research grants for the American Health Assistance Foundation.

Dr. Garfinkel received her BA in biology from SUNY at Binghamton and her PhD in genetics from George Washington University.
